Clerk Spotlight: Cindy Stuart

Hillsborough County Clerk and Comptroller Cindy Stuart has never been afraid of hard work. In college, she worked full-time to put herself through school, becoming the first member of her family to graduate from a university with a bachelor’s degree from Florida International University in Miami. Her concentration was in Management Information Systems and Programming.

Cindy Stuart served eight years on the Hillsborough County School Board before being elected Hillsborough County Clerk and Comptroller in September 2020. When the previous clerk of Hillsborough County Pat Frank announced her retirement after 16 years in office, she decided to run for the Clerk’s position. Having served as a school board member, she was accustomed to elections and although new to the office, she was familiar with the outstanding staff and knew she could rely on them as she grew into the role.

Since being elected, Clerk Stuart has most enjoyed bringing new and innovative ideas to the workplace, especially those that improve the lives of her employees. She is passionate about engaging with her community and is always looking for ways to give back to residents.

Clerk Stuart has implemented many new services for Hillsborough County. Her office now offers assistance with passports on specific weekends and partnered with Feeding Tampa Bay to install a food pantry for domestic violence victims and others to access. Hillsborough also started collecting juror compensation donations for the local domestic violence shelter, raising more than $15,000 since June 2022. To further support those facing domestic violence issues, victims can complete forms online, utilize remote notary services – either at the Clerk’s office, the Sheriff’s office, or local shelter locations – and even receive injunction paperwork via text message when a judge rules on their case.

Under Clerk Stuart’s leadership, the Hillsborough County Clerk and Comptroller's Office has published its own Annual Report for the second year in a row and continues to look for new ways to communicate with stakeholders and the community. 

Clerk Stuart is very proud of the ongoing professional development that her office presents. Most recently (January 2023), the Hillsborough County Clerk and Comptroller's Office joined the “100 Percent Club” initiative offered by the Attorney General’s Office by training staff to spot the signs of Human Trafficking and giving them the resources to report them. As of January, Clerk Stuart’s office is the largest government agency in the state to complete this training.

Clerk Stuart has three grown children and has lived in Tampa for most of her life, with two short stints in Miami and California.
